I was told to post my thoughts so... here goes.
I would suggest focusing more on the Changing Breeds than Werewolves, at least to start with considering laws against dogs in London and the Pure Ones stalking outside the city.
Rats and Spiders could easily be set up as antagonist groups. And perhaps some sort of... Shadow Parliament among the Changing Breeds. Allowing as much political intrigue as well as a semi-neutral space.
